Is it possible to configure the packet mode and logging settings via a downlink command from the LoRaWAN network?

Modifying the package type or backlog feature settings via a LoRaWAN downlink message is not possible; this can only be done via BLE using our Sentrius RS1xx Sensor mobile app.
