Answer
The EN 18031-1, -2, and -3 standards have not yet been harmonized or accepted into the Official Journal of the European Union (OJEU) and the exact timeline for harmonization remains unclear. The standards are currently under review, and no definitive date has been provided for their acceptance.
Ezurio’s current expectation is that the EN 18031 series will not be harmonized in its current version. Future updates will likely be required before the standards can be accepted into the OJEU.
To date, several challenges have prevented the acceptance into the OJEU, for example:
- Negative HAS Assessments:
The standards received negative feedback from Harmonized Standards Assessments (HAS), which is required for listing in the OJEU under the RED. These assessments raised concerns about the adequacy and clarity of the standards. - Issues with EN 18031-2:
Unclear Definitions: Key terms and definitions in EN 18031-2 were found to be vague, potentially leading to misunderstandings.
Assessment Criteria: The current criteria leave too much room for interpretation, which could result in inconsistent or inappropriate evaluations.
